Still, here I was, I watching a documentary about sharks and considering the intricacies of the philosophy and the innate privilege that comes with it.&nbsp;</p> <p>Compared to axe-murders in the movie Jaws, sharks are representative of any unpredictable and life-threatening attack we may face in our lives. Sharks bring out our true colours, and our gut reactions are on display to the imminent danger. When a shark attacks a person in the ocean, what is a normal human reaction to this attack?</p> <p>In psychology, our brains react in three ways: fight, flight, or freeze. Whenever we perceive a threat, our bodies make a heroic and rapid response to this threat. Therefore sometimes a reaction is not meant to be violent, sometimes a person is scared enough that they cannot rationalize their responses, and their body kicks into auto-pilot.</p> <p>This analysis is by no means an invitation to use violent means; it is an invitation to look deeper into why people appear to be acting contrary to their morals of nonviolence. Why do people tend to question oppressed populations’ means for resistance instead of questioning the systemic oppression they suffer?</p> <p>I need you to ask yourself the following questions:</p> <ul> <li>Have you ever been accused of not being able to afford something expensive?</li> <li>Have you ever been followed in a store unnecessarily?</li> <li>Are you scared to be stopped by police because of your colour, nationality, or religion?</li> <li>Have you ever been stopped or detained by the police for no valid reason?&nbsp;</li> <li>Are you scared to get shot just by going to school, shopping or working?&nbsp;</li> <li>Do you have to teach your children how not to get killed by the police</li> </ul> <p>If all the answers are no, congratulations, you are privileged enough that your life has been given more value than others. Others who wake up every day praying not to be killed just because of how they look, where they come from, or what they believe. Others who pray that their kids come home from school alive.</p> <p>Some people live under continuous threat as long as they can remember. Some people haven’t lived a life outside of war, and they don’t know anything else but fear.</p> <p>Living under constant threat causes several physiological and psychological effects. First, your physical health is compromised, where&nbsp;fear weakens our immune system and can cause cardiovascular damage,&nbsp;gastrointestinal problems, among other issues. Second, your memory is affected. &nbsp;Fear can harm the formation of long-term memories and cause damage to certain parts of the brain. This can make it more difficult to regulate fear and can leave a person anxious most of the time. Third, constant threat disrupts brain processing and reactivity.&nbsp;Being scared can reduce your ability to regulate emotions, understand non-verbal cues and other information, harming our decision-making process and leading to inappropriate reactions. As a result, 33-year-old Nawzad Rasheed was wounded from the gunfire.</p> <p>After having surgery to remove the bullet out of his hand, Nawzad’s hand is paralyzed. In a conversation with the CPT Iraqi Kurdistan team about the incident, Nawzad said, “the incident is still affecting my life, I cannot think about it. It literally ruined my life.”</p> <p>Kak Ariff, Nawzad’s uncle, told CPT the story: “Nawzad was heading from Shapan to Dayla village on a motorcycle, which is a few minutes away from our village to bring some food and supplies to his family. Before reaching the village, Turkish soldiers shot him, and he was severely wounded after falling off his motorcycle.”</p> <p>Turkey has been bombing villages around Mergasor and Sidakan district continuously for 36 years. Having stationed massive military bases on the mountains of Sarzilokan, Chyadel, Barmiza and Shekh Valley, the Turkish military poses an enormous threat to the villagers’ lives in the area. Furthermore, Turkey has established military roads between its bases, limiting villagers’ movements.</p> <p>Mam Faris, the Mukhtar of Shapan village, said, “We have been displaced five times since 1984. There used to be 25 families in the village, now only 11 families remain here, and the rest have left the village due to the threats from bombardments.” He further added, “We cannot move freely in our village because Turkey has established many military bases and bridges. Worse still, they have planted mines on the roads to block the way, and people can no longer reach some areas. The Turkish president arrogantly talks about his Islamic background, but we are Muslims as well, and we pray to the same God, so why are we being bombarded and killed on our lands?”&nbsp;</p> <p>In the middle of June, Turkey announced two major military operations in the Kurdistan Region, an air&nbsp;operation called Claw-Eagle and a ground operation called Claw-Tiger. The ground operation consisted of Turkish military expansion with bases in the Haftanin and Sidakan areas. Due to these military aggressions and expansions, dozens of villages evacuated from Sidakan and Mergasor in Soran District, as well as the sub-districts Batifa and Darkar in Zakho, displacing hundreds of people. Turkish military also targeted numerous mosques, hospitals, and schools and burned thousands of agricultural lands to the ground.</p> <p>Under Operation Claw-Eagle, Turkey bombed the Kurdistan Region’s cross-border villages 124 times in just 70 days. Although the Turkish defence minister halted the operation on 9 September 2020, Turkish drones, fighter jets and military bases continue to bombard civilians and villages.</p> <p>The latest Turkish military operation marks the 11<sup>th</sup> operation launched by Turkey on Iraqi Kurdistan. Telling the truth compelled him to expose political corruption even though he received death threats. He was abducted at his university in Erbil, Iraqi Kurdistan, where he was in his final year of study. On 5 May 2010, his body was dumped along a street in Mosul.</span></span></span></span></span></span></p> <p style="line-height:1.38"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">A decade later, no one has faced charges for the murder of Sardasht Osman.&nbsp; Most familiar with the political situation in Iraqi Kurdistan believe his death was the political killing of a journalist who dared to speak truth to power.</span></span></span></span></span></span></p> <p style="line-height:1.38"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">Osman articulated a journalist's responsibility to tell the truth even at the risk of death. "When my life ends, let my friends mark a period," Osman wrote; he then encouraged others to "start another sentence" and continue telling the truth.&nbsp;&nbsp;&nbsp;</span></span></span></span></span></span></p> <p style="line-height:1.38"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">Each 5 May, his family gathers at the graveside of their beloved son and brother, joined by friends and journalists to commemorate Sardasht Osman’s brief life and legacy.</span></span></span></span></span></span></p> <p style="line-height:1.38"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">On the first anniversary of Osman's death, 5 May 2011, the CPT Iraqi Kurdistan team participated in this commemoration at the invitation of Kurdish journalist Niyaz Abdullah. On 5 May 2019, CPT again accompanied Niyaz Abdullah to honor Osman. CPT expressed sorrow for Osman's death and called upon international media to investigate this case and expose the political oppression of journalists worldwide.&nbsp;&nbsp;</span></span></span></span></span></span></p> <p style="line-height:1.38"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">Niyaz Abdullah is fearlessly devoted to freedom of the press and also receives threats for telling the truth. Last year she was arrested and charged with contributing to an article critical of a leading Kurdish politician that she had no part in writing. Early this year, a Kurdish judge dismissed the charge against her for insufficient evidence.&nbsp;&nbsp;&nbsp;</span></span></span></span></span></span></p> <p style="line-height:1.38"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">In November 2019, Niyaz Abdullah organized a gathering of Kurdish journalists promoting freedom of the press. The journalists present acknowledged experiencing political oppression for seeking to tell the truth. They called for an end to the government's distortion of the law that allows it to threaten journalists and undermine press freedom. "We are strong," Niyaz Abdullah said, "but we need to be stronger. And we are much stronger together."</span></span></span></span></span></span></p> <p style="line-height:1.38"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">Oppression of journalists and repression of press freedom is a global problem as well as a Kurdish reality.&nbsp;&nbsp;</span></span></span></span></span></span></p> <p style="line-height:1.38"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">In Iraq, journalist Ahmed Abed Al-Samad and photographer Safa’ Ghally were assassinated on 10 January, 2020. Six media members have been killed in Iraq in 2020, and many others have been threatened and arrested. Iraq ranks 162nd out of 180 countries on Reporters Without Borders’ World Press Freedom Index.</span></span></span></span></span></span></p> <p style="line-height:1.38"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">In the Philippines, the authorities arrested journalist Maria Ressa in February 2019, charging her with "cyberlibel" for an investigative story on a prominent businessman. A Manila judge found her guilty on 15 June 2020 and sentenced her up to 6 years in prison.&nbsp; Most familiar with her case believe the charges against Ressa to be political revenge for her critical reporting on Philippine president Duterte's authoritarian regime.</span></span></span></span></span></span></p> <p style="line-height:1.38"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">In Belarus, TV correspondent Alena Sharbinskaya was arrested on 10 August 2020. She was beaten so severely during three days in jail that she received medical treatment for severe internal injuries. She is one of 29 journalists brutalized by police out of 68 journalists detained in a week of protests that erupted against Belarus president Alexander Lukashenko, who has been president since 1994.&nbsp;&nbsp;</span></span></span></span></span></span></p> <p style="line-height:1.38"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">In Colombia, Indigenous radio journalist, Jose Abelardo Liz, was shot and killed on 13 August 2020, while recording the army’s forced removal of Nasa Indigenous people from their ancestral land. The military claims that a sugar company owns their land.</span></span></span></span></span></span></p> <p style="line-height:1.38"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">In the United States, British journalist Andrew Bunscombe, Chief U.S. correspondent for The Independent, was arrested and shackled on 1 July 2020, while covering the Black Lives Matter uprising in a Seattle police sweep of protesters. He repeatedly showed his press credentials and said he was a journalist. His arrest drew international media criticism over police violence against journalists covering protests following the police murder of George Floyd on 25 May 2020. As a result, The Independent founded the Journalism is Not a Crime Campaign.&nbsp;&nbsp;</span></span></span></span></span></span></p> <p style="line-height:1.38"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">Press Freedom Tracker documents violence against journalists covering the Black Lives Matter uprising in the United States. In three months, police or their allies attacked 184 journalists and arrested 59, with over 700 media members experiencing other aggressions.</span></span></span></span></span></span></p> <p style="line-height:1.38"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">Recently, the Iraqi Kurdistan government has arrested journalists in Erbil and Duhok.&nbsp; It also shut down NRT TV for a few days in both cities and is suing NRT over coverage of Kurdish protests against the government. Journalists like Sardasht Osman and Niyaz Abdullah are not the enemy of the people, and they are not criminals. Whether it is walking with children to school or being present during olive harvests, accompaniment serves to amplify the community’s voices, collectively document oppression, and provide a sense of safety for some community members.</p> <p>In a conversation with one of our partners Mohammed, he defined accompaniment “in the context of the Israeli occupation of the West Bank [as] a concrete way to offer the Palestinian communities some sense of safety. When accompaniers stand with a girl while she goes to school under the pointed guns of a soldier or the watchful eyes of a settler attempting to harass her, that means the world to that little girl. It means someone not only cares about one girl’s physical safety but that this person also cares to make a stand and speak truth to power. For the general Palestinian public, especially those on the frontlines facing soldiers and settlers daily, accompaniment means that they have a voice in the world. I have seen many accompani[ment] teams come and go over the years. Palestinians on the frontlines insist that the accompaniers take back with them one consistent message: to be the voice of these frontliners. The need for accompaniers has drastically increased during 2020.&nbsp; COVID-19 related restrictions forced international observers and accompaniers out of Hebron, giving the Israeli occupation forces and settlers ample opportunity to make irreversible changes on the ground that need to be highlighted. Also, the school year is about to start in the West Bank and international accompaniers are much needed to be our voice.”</p> <p>Basel, one of our partners from Al-Tuwani, spoke with CPT about the importance of collective documentation of human rights abuses. “It is important for international activists to accompany Palestinians in the field to document violations against the Palestinians by the Israeli army or Israeli settlers. This documentation is essential first, to spread the truth about what is happening in the occupied Palestinian territories, and second, as evidence in the Israeli courts.&nbsp; The court usually believes the Israeli settler or the Israeli soldier and condemns the Palestinian, but activists' video and photo documentation of events constitutes as evidence for the court, and the court cannot deny the evidence.”</p> <p>Basel also mentioned how accompaniment can cause small behavioural changes in the occupation forces. “Accompaniment gives the Palestinians a measure of safety, whether the Palestinian is a shepherd, student or, someone crossing the checkpoints. When there are activists in the field, we have noticed that the Israeli authorities’ behaviour towards Palestinians sometimes changes, for fear of filming and exposing them. Also, Israel wants the world to see it as a state that respects the law, not a state of occupation.&nbsp; The Israeli occupation army and its settlers often attack Palestinians and the activists who accompany them. In fact, Israel has killed several international [accompaniers] who came to Palestine in solidarity, and Israeli authorities have prevented other accompaniers from returning to Palestine because of this accompaniment work. These practices indicate the importance of the presence of activists in the region.</p> <p>Many school students need to be accompanied by activists, and many shepherds cannot go far into the fields because there are no activists. We hope that the Corona pandemic will end, and the activists can return to Palestine because we miss them and their work.”</p> <p>In conclusion, accompaniment serves as one of the foundational pieces of CPT’s work. It is a piece that is hard to measure but is fostered through the relationships that are grown through collaborative work. Οι αρχές πρέπει όχι μόνο να ανακαλέσουν την απόφαση να κλείσουν αυτές τις εγκαταστάσεις, αλλά σε καιρούς μεγάλης ανάγκης θα πρέπει να ενισχύσουν περαιτέρω και να προστατεύσουν όλες τις αξιοπρεπείς εναλλακτικές λύσεις για τη στέγαση και προστασία των αιτούντων άσυλο.</span></span></span></span></span></span></p> <p style="line-height:1.2; text-align:justify"><span style="font-size:12pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Cambria,serif"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">Τα τελευταία πέντε χρόνια, το ΠΙΚΠΑ και το Καρά Τεπέ έχουν προσφέρει προστασία σε ευάλωτα άτομα από τις άθλιες συνθήκες διαβίωσης στο Κέντρο Υποδοχής και Ταυτοποίησης (ΚΥΤ) στη Μόρια, ένας τόπος επισφαλής όπου η υγεία και η ασφάλεια των κατοίκων διακυβεύονταν συνεχώς. Η απόφαση να κλείσουν αυτές οι εγκαταστάσεις έρχεται λίγες μόνο μέρες έπειτα από μια καταστροφική σειρά πυρκαγιών που κατέστρεψαν ολοσχερώς τον καταυλισμό στη Μόρια αφήνοντας περισσότερους από 12.000 ανθρώπους χωρίς πρόσβαση σε στέγη, φαγητό και νερό.</span></span></span></span></span></span></p> <p style="line-height:1.2; text-align:justify"><span style="font-size:12pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Cambria,serif"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">Καθώς ένας νέος καταυλισμός «έκτακτης ανάγκης» στήνεται στο νησί ο οποίος φιλοξενεί επί του παρόντος αστέγους -πρώην διαμένοντες στη Μόρια, εντοπίζονται σημαντικά κενά στην προστασία, την υδροδότηση, την ηλεκτροδότηση, την αποχέτευση και την ασφάλεια. Για όσο διάστημα οι συνθήκες στο νέο ΚΥΤ παραμένουν ακατάλληλες για αξιοπρεπή διαβίωση, θα χρειάζονται εναλλακτικές λύσεις για την προστασία των πιο ευάλωτων.&nbsp; Oι δομές στο ΠΙΚΠΑ και το Καρά Τεπέ θα πρέπει με κάθε τρόπο να συνεχίσουν να προσφέρουν στέγη και προστασία για τα ασυνόδευτα και χωρισμένα από τους φροντιστές τους παιδιά, τις μόνες μητέρες, τα θύματα βασανιστηρίων και κακομεταχείρισης, τους άνδρες και τις γυναίκες επιζώντες/επιζήσασες βίας λόγω φύλου και σεξουαλικής βίας, καθώς και τα άτομα με αναπηρία.</span></span></span></span></span></span></p> <p style="line-height:1.2; text-align:justify"><span style="font-size:12pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Cambria,serif"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">Το ΠΙΚΠΑ, ένας ανοιχτός, αυτο-διαχειριζόμενος χώρος αλληλεγγύης, παρέχει ήδη από το 2012 ουσιαστική&nbsp; βοήθεια στους πρόσφυγες στη Λέσβο. Το 2016, η Ύπατη Αρμοστεία του ΟΗΕ για τους Πρόσφυγες απένειμε το βραβείο Nansen Refugee σε μια εκ των συνιδρυτών του, σε αναγνώριση για το σωτήριο για την ανθρώπινη ζωή έργου του, καθώς και για την προσφορά καταφυγίου στους πιο ευάλωτους κατά τη διάρκεια της «προσφυγικής κρίσης” του 2015. Σήμερα, το ΠΙΚΠΑ φιλοξενεί ασυνόδευτα παιδιά, ανύπαντρες μητέρες και άτομα που έχουν υποστεί βασανιστήρια ή κακομεταχείριση καθώς και πολλά άτομα με αυξημένη ευπάθεια. Οι επιζώντες και επιζήσασες βασανιστηρίων και κακομεταχείρισης υποφέρουν από χρόνιο σωματικό πόνο, για χρόνια μετά την κακοποίησή τους καθώς και ψυχολογικά συμπτώματα όπως άγχος, κατάθλιψη, απόσυρση και απομόνωση, μετατραυματική διαταραχή στρες (PTSD) κ.λπ. Το ΠΙΚΠΑ προσφέρει έναν αξιοπρεπή και ασφαλή χώρο για τους ανθρώπους αυτούς, που διαφορετικά θα τραυματίζονταν εκ νέου μέσα σε ένα ανασφαλές περιβάλλον.&nbsp;</span></span></span></span></span></span></p> <p style="line-height:1.2; text-align:justify"><span style="font-size:12pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Cambria,serif"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">Το Kαρά Τεπέ, με χωρητικότητα άνω των 1000 ατόμων, υπάγεται στον τοπικό Δήμο. Μέχρι σήμερα, προσφέρει ανθρώπινες συνθήκες διαβίωσης σε ευάλωτους αιτούντες άσυλο και οικογένειες από τη Μόρια, συμπεριλαμβανομένων των μονογονεϊκών οικογενειών, των ατόμων με ειδικές ανάγκες και πολλών οικογενειών με προβλήματα υγείας και έχει επαινεθεί για την υποδομή και την ατμόσφαιρά του που προσιδιάζει σε μια κοινότητα.</span></span></span></span></span></span></p> <p style="line-height:1.2; text-align:justify"><span style="font-size:12pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Cambria,serif"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">Στην περίπτωση που το ΠΙΚΠΑ και το Καρά Τεπέ σταματήσουν να λειτουργούν, δεν είναι σαφές πού θα μεταφερθούν όσοι φιλοξενούνται εκεί. Η μετάβαση στο νέο καταυλισμό «έκτακτης ανάγκης» θα έθετε σε κίνδυνο τη σωματική και ψυχική τους υγεία και θα πρέπει να αποφευχθεί με κάθε κόστος. Επιπλέον, το ΠΙΚΠΑ και το Καρά Τεπέ μπορούν να αναλάβουν και να στηρίξουν επαρκώς τα πιο ευάλωτα άτομα που κατοικούν στο νέο ΚΥΤ της Λέσβου, κάτι που είναι ιδιαιτέρως σημαντικό για τα άτομα με ειδικές ανάγκες, επί παραδείγματι, καθώς δεν υπάρχουν προσβάσιμες τουαλέτες στο νέο ΚΥΤ αυτή τη στιγμή.</span></span></span></span></span></span></p> <p>&nbsp;</p> <p style="line-height:1.2; The authorities <strong>should not only revoke the decision to shut down these facilities, but in this time of great need, they should further strengthen and protect all dignified alternative solutions for asylum seekers’ housing and protection.</strong></p> <p>In the last five years, PIKPA and Kara Tepe have sheltered vulnerable people escaping from the deplorable living conditions in the Reception and Identification Center (RIC) of Moria, a dangerous place where residents’ health and safety was continuously in jeopardy. The decision to shut down these facilities comes only a few days after a devastating series of blazes burned camp Moria to the ground, leaving more than 12.000 women, men and children with no access to shelter, food and water.&nbsp;</p> <p>While a new “emergency” camp has been set up on the island, which is currently hosting former residents of Moria camp, many of the signatories present on the ground report significant gaps in protection, access to electricity, water supply and sanitation, safety and security. For as long as the conditions in the RICs are undignified for human beings, alternative responses will be needed, to protect the most vulnerable. PIKPA and Kara Tepe should now by all means continue to offer accommodation and protection solutions that are appropriate, especially for the most vulnerable, including unaccompanied and separated children, single mothers, victims of torture and ill treatment, male and female survivors of gender-based and sexual violence, and people with disabilities.&nbsp;</p> <p>PIKPA, an open, self-organised solidarity space, has provided essential services and assistance to refugees on Lesvos since 2012.&nbsp;In 2016, the United Nations High Commissioner for Refugees (UNHCR), awarded the Nansen Refugee Award to one of the co-founders of PIKPA, in recognition of their work saving lives and providing a safe haven for the most vulnerable during the refugee ‘crisis’ in 2015. Today, PIKPA hosts unaccompanied children, single mothers and persons that have suffered torture or ill treatment, as well as many people with heightened vulnerabilities. Survivors of torture and ill treatment suffer from chronic physical pain for years after their abuse, and psychological symptoms such as anxiety, depression, withdrawal and self-isolation, post traumatic stress, known as PTSD etc. PIKPA offers a dignified and safe space for the survivors who would otherwise be continuously re-traumatized in an unsafe environment.</p> <p>Kara Tepe has been run by the municipality with a capacity of more than 1,000 people. It has offered humane living conditions to vulnerable asylum seekers and families that were transferred there from Moria, including single parents, people with disabilities, and many families with health problems. It has been lauded for its infrastructure and community-like atmosphere.&nbsp;&nbsp;</p> <p>While it is unclear where current residents of PIKPA and Kara Tepe will be transferred, the undersigned are convinced that going to the new “emergency” camp would endanger their physical and mental health and should be avoided at all costs. In addition, PIKPA and Kara Tepe could actually take in and better provide for the individuals who are more “at-risk” currently residing in the new Lesvos RIC. This would be especially important for people with disabilities, for example, as there are no accessible latrines in the new RIC at this time.&nbsp;</p> <p><strong>We urge Greece’s national and local authorities:</strong></p> <p><strong>To immediately halt the closure of PIKPA and Kara Tepe and to support and further enhance their outstanding contributions.&nbsp; On 26 July 2020, a Turkish drone strike killed Dlovan. Before this bombing, the local Asaish (Kurdistan Regional Government security forces) had arrested both Dlovan and his brother, at different times and without court orders, subjecting the brothers to mistreatment in prison. After Dlovan’s death, the Asaish threatened his family with forced displacement and cracked down on local resistance to the killing and the Turkish intelligence and military presence in the area. &nbsp; &nbsp;</p> <p>In addition to the direct civilian casualties of Turkish cross-border bombings of Iraqi Kurdistan, the report also highlights the hostile environment that families endure living in proximity to Turkish military bases.</p> <p><b>Batifa: From a tourist resort and a trade center to a war zone.</b></p> <p>The Batifa sub-district, which administratively belongs to Zakho district in Duhok province, is located in the northwest of Iraqi Kurdistan, approximately 30 kilometres away from the district’s center. Geographically, the sub-district contains 78 villages, but due to the military operations and bombardments since the 1990s, 27 villages are now empty. The area has recently become one of several battlegrounds between the Kurdistan’s Workers’ Party (PKK) and Turkish forces.&nbsp;</p> <p>In a phone conversation, the mayor of Batifa Dlsher Abdulstar told CPT, “Our area is beautiful and of interest to tourists. It is also an important area for trade between Iraq and Turkey. However, because of the Turkish bombings, tourists are now not coming to visit and do not consider our area safe.” To date, Turkish bombardments in Batifa and Darkar sub-districts have killed 32 civilians and wounded ten civilians.&nbsp;</p> <p>Turkey recently initiated military operations inside Iraqi Kurdistan codenamed Claw-Eagle and Claw-Tiger. Turkish military have bombed many of Batifa’s villages daily since the start of these operations in mid-June 2020. In addition to the bombardments, Turkish military ground operations are also putting civilian lives at risk. Since the middle of June, Turkish forces have invaded ten villages in Batifa sub-district. Both the villages of Pirbla and Ablahe are now empty after all residents fled for safety.&nbsp;</p> <p>To conduct many of these assaults, the Turkish government has built 37 military and intelligence bases inside Iraqi Kurdistan. Most of them are within 35 kilometres from the border, but some are much further inside the region, reaching the cities of Erbil, Duhok, Zakho and Soran. Fourteen of these bases are located in Duhok province. In Zakho district, there are three military bases: Grebye, Shert and Gali Zakho and two Turkish intelligence (MIT) bases, one inside Batifa town and another one in the center of Zakho. Turkey has assaulted multiple Kurdish civilians from these newly constructed bases. On 20 August, small arms fire in Shapan village from a nearby Turkish base seriously wounded 33-year-old Nawzad Rashid. On 21 August, soldiers from one of the Turkish military bases in Batifa sub-district attacked three civilian homes in Banky Bny village and demolished the homes with explosives.</p> <p><img alt="" data-entity-type="" data-entity-uuid="" height="472" src="/sites/default/files/2020-09/map.jpg" width="752" /></p> <h6>A map detailing the Turkish military bases inside KRG published by the Turkish Presidency’s Communications Directorate.</h6> <p><b>Arrests, House Invasions and Bombardments</b>&nbsp;</p> <p>At the beginning of December 2019, Dlovan Shahin Omer received a phone call from the Asaish of Zakho that he needed to visit their office. After Dlovan arrived at the office, the Asaish officers arrested him without a court order and held him in prison for 25 days. Dlovan’s relatives told CPT that prison officials kicked and beat Dlovan and forced him to sign a coerced confession against himself. Dlovan’s brother told CPT, “My brother was arrested without any order from the court, they accused him of helping and collaborating with the PKK, but they did not have any evidence to prove it. After he was released, they continued to monitor him. Dlovan was not a member of ISIS, nor did he let any foreign army enter the land of Kurdistan region to be treated like that or to be monitored.”&nbsp;</p> <p>On 24 June 2020, a group of Asaish forcefully entered the house of Dlovan’s brother Fazil Shahin and arrested him. Fazil told CPT, “At the beginning, I was accused of killing someone. Later they changed their story and claimed that they arrested me because I have a connection with the PKK. I am a Peshmerga, and I have no connection with the PKK. They tortured me for 19 days, and they told me to testify against myself that I committed a crime that I did not commit. Every day they were hanging me handcuffed. They were kicking and slapping me.” The Asaish threatened to kill Fazil unless he agreed to lie before a judge and say he had a connection to the PKK.&nbsp;</p> <p>While Fazil was still in Asaish prison, on the afternoon of 26 July, one of Dlovan’s relatives called Dlovan and told him that his brother Fazil would be released that day. Dlovan’s family wanted to gather for dinner and celebrate this good news together. Peyman Ganjo, Dlovan’s wife, told CPT, “After hearing that Fazil will be released, I asked Dlovan to go to my mother’s house in Sarsang sub-district - 45 kilometres away from Batifa - to pick up my mother so that she can join us for the dinner party. When Dlovan arrived at Hasan Pirk village in Bamarne sub-district, he saw one of his friends on the road, and so they parked their cars on the side of the road to greet each other. At that time, a Turkish drone bombed Dlovan’s car killing Dlovan and his friend Abdulla Omer.” Dlovan was 30 years old when Turkey bombed and killed him.&nbsp;</p> <p>When reflecting on the loss of Dlovan’s life, Peyman Ganjo said to CPT, “I cannot think of life after the death of Dlovan. Dlovan left a four-year-old daughter and a three-year-old son behind. My son Sipan does not understand what happened, but he cries all the time. My daughter Norra believes that her dad is still alive and that he is at his store and he is not back home yet, she is always asking about her dad.” &nbsp;</p> <p><img alt="" data-entity-type="" data-entity-uuid="" height="407" src="/sites/default/files/2020-09/birthday.jpg" width="800" /></p> <h6>Dlovan, Peyman and their family are celebrating their son’s second birthday.</h6> <p><b>Fazil's release and the Asaish blockade of Dlovan’s family home &nbsp;</b></p> <p>Despite a promise to release Fazil and the killing of his brother Dlovan, Fazil was not released on 26 July. On the third day of the funeral, Dlovan’s family members and relatives visited Asaish and the local authorities to ask them to release Fazil. With the support of their tribe that put pressure on Asaish, the authorities finally released Fazil on 28 July. A month after his release, Fazil told CPT, “At the moment, I am like an unburied dead body. My body still shows signs of torture from the time in prison. My innocent brother was killed. I lost my job, and I cannot get a job because the Turkish intelligence is watching me all the time. That is why I quarantined myself at home. Not because I am afraid of getting Covid-19, it’s because I have a fear of being bombed by Turkish warplanes. I continue to stay at home so as not to have the same destiny as my brother.”&nbsp; &nbsp;</p> <p>On 31 July, the first day of Eid al-Adha, family members, relatives and friends of Dlovan wanted to walk towards Dlovan’s grave. The mourning of lost family members by their graves during the Feast of the Sacrifice is an old Kurdish tradition. The Asaish forces stopped the marching group and arrested 13 of the family friends and relatives, including two reporters from local media agencies. Omer Shahin, Dlovan’s brother, told CPT, “After my family was stopped and couldn’t finish the march, security forces in high numbers surrounded our house and told my family that for the sake of protecting the MIT [Turkish intelligence] base located 25 meters away from our house, which was built in 1997, to leave Batifa town as soon as possible and move somewhere else. [Asaish] also covered a window of our house [which overlooks the MIT base] with an iron board.”</p> <p>Eventually, the extended family engaged in negotiations with the Asaish, who allowed the family to stay in Batifa after coercing them to sign a document that they would not take any action against the MIT base. The family told CPT that the Asaish continue to monitor their members and their movements. &nbsp;</p> <p><b>Ongoing Concerns about the Safety of Dlovan’s Family</b></p> <p>As an organization that has worked since 2007 for peace and protection of rights and lives of the civilian population of Iraqi Kurdistan that Turkish military and airforce target, CPT Iraqi Kurdistan is concerned about the safety of Dlovan Omer’s family, especially as the Turkish intelligence continues to maintain its base and presence inside the town of Batifa, home to nearly 30,000 people. The Asaish members’ actions appear to prioritize protection and support for Turkish intelligence and military operations instead of protecting Iraqi Kurdistan citizens. Extrajudicial arrests and ill-treatment of prisoners are illegal and in violation of Articles 3, 5, 9, 10, 11 and 13 of the Universal Declaration of Human Rights. Also, Article 322 in the Iraqi Penal Code very clearly states that security forces who torture and arrest people without court orders must be punished.</p> <p>The cruel treatment towards Dlovan, Fazil, and their extended family in Batifa also raises concerns about what type of systematic violence families may be experiencing in other towns and villages that have been invaded by Turkish military and intelligence agents.&nbsp;</p> <p>Batifa’s mayor told CPT, “The movements of the Turkish soldiers created serious threats for the lives of farmers and villagers in Batifa. The majority of victims from the PKK-Turkey war are citizens of Iraqi Kurdistan. We ask the Iraqi government to protect the sovereignty of Iraq and take serious action to put pressure on Turkey to stop bombing the region. Meanwhile, we ask Turkey and the PKK to resolve their conflict through dialogue”.&nbsp;</p> <p><b>Recommendations&nbsp;</b></p> <p>CPT calls on the Kurdistan Regional Government (KRG) to protect citizens’ rights to safety, access to a fair trial, and protection from coercion and ill-treatment in detention in Iraqi Kurdistan. Twenty years ago, Christian Peacemaker Teams stood on the shores of Esgenoôpetitj (Burnt Church), documenting the treaty and human rights violations carried out by the Department of Fisheries and Oceans (DFO), the Royal Canadian Mounted Police (RCMP), and non-Indigenous boaters. Twenty years later, history repeats itself, as Mi'kmaw lobster fishers in Nova Scotia experience attacks and violence as they enact their treaty rights.</span></span></span></span></span></span></p> <p style="line-height:1.38; margin-top:16px; margin-bottom:16px"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">According to the Peace and Friendship Treaty of 1752, the Mi'kmaq “shall not be hindered from, but have free liberty of Hunting and Fishing…” and “have free liberty to bring for Sale to Halifax or any other Settlement within this Province, skins, feathers, fowl, fish or any other thing they shall have to sell, where they shall have liberty to dispose thereof to the best advantage” (Art. 4).</span></span></span></span></span></span></p> <p style="line-height:1.38; margin-top:16px; margin-bottom:16px"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">The Supreme Court of Canada’s Marshall Decision in 1999 reinforced the Mi'kmaw people’s right to fish and delineated the right to earn a “moderate livelihood” from fishing, hunting and gathering. Formal negotiations between the DFO and the Mi'kmaq about the implementation of the Marshall decision have been stalled for years as lawyers wrangle over the definition of "moderate livelihoo</span></span></span></span></span></span><span style="font-size:10.5pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Roboto,sans-serif"><span style="color:#3c4043"><span style="background-color:#ffffff"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">d." </span></span></span></span></span></span></span><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">The Sipekne’katik band and other Mi’kmaw communities have since developed their own management plans for a sustainable fishery.</span></span></span></span></span></span></p> <p style="line-height:1.38; margin-top:16px; margin-bottom:16px"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">On 17 September, the Sipekne’katik community began their lobster season with their own regulations to ensure the health of the ecosystem. When the Mi'kmaw lobster fishers took to the water, non-Indigenous lobster fishers confronted and threatened them. Video footage has surfaced of non-Indigenous lobster fishers shooting flares at the Mi'kmaw lobster fishers out on the water. Non-Indigenous lobster fishers have also cut and destroyed the traps of the Mi'kmaq. In addition, non-Indigenous people have gathered at the wharf to protest the Mi'kmaq right to begin their season, harassing and threatening the Mi'kmaq and their supporters. In response to this violence, the Assembly of Nova Scotia Mi’kmaw Chiefs declared a statement of emergency on 18 September 2020.</span></span></span></span></span></span></p> <p style="line-height:1.38; margin-top:16px; margin-bottom:16px"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">The non-Indigenous protesters and fishers are claiming that allowing the Mi'kmaq to fish is an issue of conservation. This paternalistic accusation disregards Mi'kmaq knowledge of the ecosystem and the research behind the community’s management plan, not to mention the simple fact that the DFO has found lobster stocks to be “very healthy.” The Indigenous fishery operates at a tiny fraction of the commercial fishery scale, making commercial fishers’ objections seem disingenuous. Instead, these accusations and assaults are rooted in a long history of colonial racism, violence, and entitlement.</span></span></span></span></span></span></p> <p style="line-height:1.38; margin-top:16px; margin-bottom:16px"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">CPT condemns the violence that the Mi'kmaw lobster fishers are facing as they enact their treaties and sustain their livelihoods.&nbsp; While DFO and RCMP have not stopped the Mi'kmaq from fishing, they have also not stopped non-Indigenous fishers and protesters from harassing, threatening, and shooting flares at the Mi'kmaw lobster fishers, or from destroying their traps and ramming their boats. The DFO and RCMP inaction enables the violence against the Mi'kmaw lobster fishers, violating both the Treaty of 1752, the Marshall Decision of 1999, and their sovereignty over their territory.</span></span></span></span></span></span></p> <p style="line-height:1.38; margin-top:16px; margin-bottom:16px"><span style="font-size:11pt; font-variant:normal; white-space:pre-wrap"><span style="font-family:Arial"><span style="color:#000000"><span style="font-weight:400"><span style="font-style:normal"><span style="text-decoration:none">As an organization committed to peace and human rights, we demand that the DFO and the RCMP prevent the attacks by non-Indigenous protesters and fishers against the Mi'kmaw lobster fishers. As long as these attacks occur, the DFO and RCMP are in violation of their treaty responsibilities, which should be of concern to the federal government.
